Day 209 in one line: the podium defiance of Day 208 turned out to have a document behind it — a written Iranian plan for a 60-day regional ceasefire and a staged reopening of Hormuz — delivered with a deadline, and answered by an American president who sees momentum and will not lift the blockade first.
The Road Map
Regional sources briefed by the mediators told The National that Iran presented the United States at the UN with a written road map to end the war. It provides for a regionwide ceasefire of up to 60 days, a phased reopening of the Strait of Hormuz, and an end to the American blockade; it also provides for a halt to Iranian attacks on Arab neighbours and seeks US agreement to a timeline for substantive negotiations while the ceasefire holds. One source described it as repackaging the outcome of previous rounds, with pressing issues singled out for immediate action. It is the first comprehensive written Iranian proposal logged since the June memorandum — and the first to put the Arab Gulf states’ security inside the ceasefire rather than beside it.
Four to Five Days
Iran’s Supreme National Security Council secretary attached a clock: Washington has four to five days to accept. He listed seven conditions conveyed at the UN — among them a cessation of hostilities on all fronts, an end to acts of aggression, the lifting of the naval blockade and of economic warfare, the unfreezing of Iranian assets, and the reopening of the strait — and said the strait stays closed if Washington does not accept. The three conditions logged on Day 204 have become seven, and the open-ended wait has become a deadline that expires around September 28–29. Trump: Momentum, but No Blockade Relief First
Trump said there was a lot of momentum towards a deal after the New York talks. The same regional sources said, however, that he had ruled out lifting the blockade before Iran takes measures to show sufficient goodwill — which is the sequencing problem in one sentence: Iran’s road map lifts the blockade inside the ceasefire; Washington wants Iranian steps first. New US sanctions on Iran’s aviation sector took effect the same day, a reminder that the pressure track has not paused for the diplomatic one.
Two Hours or Three, Direct or Mediated
Accounts of the New York contact continue to differ. The National and Gulf News report that it began with a meeting between Foreign Minister Araghchi and Trump’s envoys Steve Witkoff and Jared Kushner and lasted around three hours; other outlets reported at least two. Iran’s foreign ministry said the contact was conducted through Qatari mediation and was intended to communicate Iran’s conditions. Kushner’s presence is new to this tracker’s ledger. EU foreign policy chief Kaja Kallas also met Araghchi, saying they discussed prospects for ending the war and fully reopening the strait.
Who Can Deliver
Gulf News reported divisions emerging in Tehran over the New York contact, and analysts put the constraint plainly. Adel Abdel Ghafar of the Australian Strategic Policy Institute told Al Jazeera there appears to be genuine movement towards reigniting negotiations but also a fair amount of posturing, and that "any deal will need the consent of the [Islamic Revolutionary Guard Corps] and the hardliners in charge of the war back home." That is the question the road map cannot answer on paper: whether the government that wrote it controls the forces that would have to stop.

The proposal answers the Gulf states’ security, phases the strait and lifts the blockade inside a 60-day window; Washington wants Iranian goodwill before any blockade relief; Tehran says it has four to five days. The gap between those sequences is now the whole negotiation. No ceasefire is in force. The deadline falls this weekend.
